The Peril of Living in HDB Flats

In Singapore, due to scarcity of land, many public housing are tall flats. I'm currently living in a 12-storey flat in Tampines. 

Recently some nasty people who stay from 8th floor and above had been dumping food like vegetable rice, curry, and water down from their kitchen thus dirtying our laundry as we hang the clothes on wooden sticks out to dry. These inconsiderate people are just plain lazy and atrocious. They could just dump their rubbish into used plastic bag then into rubbish chute in their kitchen. Our old flats unlike the new flats have rubbish chutes in the kitchens. Why are they so lazy, inconsiderate and anti-social? I hope the authorities can apprehend them and punish them soon. It's not the first time and it happened several times already. We are now considering buying a small camera to capture the culprits.
